There intentions are obvious it should be shut down.

in 4chan it's worst, except most of the time they are for "legitimate" reasons. In many cases they post people address, home phone number and other personal information.

Even though most Tweets are public there is no way of YOU randomly seeing a tweet like that, unless it's your friends re/tweeting it or YOU are looking for it
