They are taking advantage of US and UK troops being deployed to test their men against them, observe effective methods of making and detonating IEDs, and other skills useful to terrorists. They can't really do much recruiting now, since most Iraqis don't like them anymore, but this war used to be a good way for them to get recruits.

Seriously, just think for a second, then look at my first post, then think for a few more seconds. What America-hating Muslim group with money isn't trying to fight the USA or see our troops in action?

Yeah, sorry if my original post was unclear. They didn't have stuff in Iraq before the invasion, but they certainly took advantage of the situation.
