It depends. If you cant continue to gain speed yes. If you can then no.

But it takes quite a bit of torque to get the front that high up. Wouldn't a properly built car use all the power for moving forward? Unless the goal is wheelies of course.

Oh hes got to have plenty of torque to do that but he also has to have a lot of traction to do it. Up and forward is still better then flat and spinning. Ideally though you want the tires on the ground. You cant see nor steer in that position. Its probably time for a set of wheelie bars or ones better suited for his torque level. Most times when i see them hit that high is because the wheelie bars broke.

Running? I'm looking for something pre 75 myself I've got the itch again my best friend is just about finished with a 74 Maverick sleeper well he may be by now he was waiting on a fluid damper due in today.
