Something has to be done. I dont think handing out cash will solve anything. Programs to rebuild, or something like that. I know my country donated $500 Million to the Katrina relief efforts. Many other countries and foundations have donated sums and sums of money, but if you go to Canal St. there's still areas that need to be fixed.

3 quadrillion does leave a lot of room to negotiate... They'll probably settle somewhere around 1.7/1.8 if the lawyers any good.
Not to sound to callous here, but I can't see why folks insist on suing just to recoup personal losses. If you live below sea level on a flood plain, you should quite frankly be expecting some kinda flooding regardless of levee's. The only thing that makes any of these cases at all viable is that the ACOE said the levee's could handle more than they did. Still... flood plain, below sea level in some areas, history of flooding, incompleted levee system... It adds up to what should be a known danger. Obviously help is needed, but I don't think legal suits over personal damages are the best answer.
My verdict: Overly sue happy.

Start by firing that crooked ass mayor that was just reelected and anyone that voted for him again should not get a penny. They should also pay back any money they have received from FEMA to this point because they are not smart enough to manage it.
Why is it that Mississippi does not have these same issues? Why is it that they are getting back on track much faster than New Orleans? Why is it that days after the disaster the folks in Mississippi were already organizing, cleaning up and trying to get back on their feet while the folks in New Orleans were standing around asking "when yall gonna do something". Who is yall? I know what yall means I am from the south but who makes up this yall I heard so many times on news interviews.
What about the 100's millions that was used inappropriately? When do we get that back? Why were FEMA cards showing up at strip clubs? Why were the reports on looting and crime so much greater in New Orleans than Mississippi? Why is New Orleans one of the most dangerous cities in the country today? Should all these people be steeling or out working to rebuild their city?
I think we have spent enough on this disaster. You can't sue God so take your lumps and roll on.
