If the best description they've got is "gray hooded man", a little more discretion should be used with the tazer IMHO. I wouldn't sue, but I'd complain for sure. I do very much appreciate the difficulty that police officers face but, like any job, think it should be done right. People do fuck up, and that's understandable, but it's no freak accident.
Two friends of mine visiting the states got pulled over at gun point because of the make, and colour of his car. Nothing wrong there, as the suspect they were looking for was armed. The question I have is this... How many cars in southern California have GIGANTIC, highly visible Canadian flags painted on the hood and trunk? I'm willing to guess they're few and far between. Even slightly better information might have helped avoid pointing guns at innocent people, and help in apprehending the suspect merely by wasting less time. It took damn near an hour to figure out it wasn't the car they were looking for. Kinda funny considering these folks were from Canada, not armed, said they were on a climbing trip, and had camping and climbing gear filling the car to the roof.
Here's another story...
A friend at a bar called the cops to tell them about some dick that had just stolen a knife, and run outside. About an hour later, never seeing the cops, he heads outside for a smoke. Two cops walk up, and start giving him the gears. He cooperates, tells 'em they should've gone to the bar to get a description, that he called them, they say they know what they're doing, so he starts to walk off. One cop grabs his shoulder. He puts the cop on the ground with some bizare aikido crap, and immediately lets him go. The molested cop goes for his gun, starts screaming about charging this fellow with assault, etc. Friend says, "You touched me first." Other cop smiles and says, "Yup.", and they leave. They didn't find the guy with the knife, and didn't bother writing down a description.
Saw that one from the ash tray in front of the bar.

They should have given some sort of ID such as " STOP! POLICE!" and a command such as "GET ON THE GROUND NOW!" or "PUT YOUR HANDS IN THE AIR!".
(maybe they did but that was left out for dramatic effect) As told however the story reminds me of the old joke

looks like you kind of got a good wake up call.....next time those kids come around who obviously you know are trouble leave the area....the laughing didn't help.....i'm not suprised the manager thought you were with them, you laughed and didn't try to stop them...i see crap like that all the time especially when i'm a customer and its so freakin immature, i almost want to go up to the kids and slap them around myself, but then i restrain and realize its not worth it, because sooner or later those types of kids/teenagers/musclehead meatheads you see in bars will get what they deserve, and its usually involves a cop saying "watch your head" as they are put in the back seat.

the dirty south lol best one for me homecoming night in high school cop followed me for over 26 miles afterwards with me turning all over the place dropping people off when he finally gets the nerve to pull me over for "eluding an officer" i simply told him if you werent following for the past hald hour i wouldnt need to elude you. from there he calls back up in 13 cars 1 k9 and the bat mobile and tries for almost 2 hrs to get me to say im drunk or high if i knew then what i know now it would of cost them more that dipshits job
