In Texas it is already illegal to unload down cows. If you go to any sale barn there are large signs posted that no down cows will be unloaded. I am sure that like anything there are places that dont run legit.
Now yes downer cows pose a threat but HR 875 goes way too far. This bill is a violation of freedoms and takes away our rights. Basically you will not be able to grow any food without a government permit. It does not matter if you grow one ear of corn or 1 billion you will have to have a permit. No more home gardens. This is communism, people call me crazy but if I want to grow my own food, which I grow some, I damn well aint gonna get a permit. They will regulate what,how much, etc you can grow. Texas needs to suceed, I'm not talking out my ass, here is the bill as introduced.

Lastly from just the little i've read i must see it differently, because to me it means more like a company thats produces food (like a tyson etc etc) then individuals
also
(14) FOOD PRODUCTION FACILITY- The term ‘food production facility’ means any farm, ranch, orchard, vineyard, aquaculture facility, or confined animal-feeding operation.
