I agree with this, those fake tanners are so egregious for the health of your skin, by the time people are older they are at least a bit smarter. Kids are too lazy to tan outside, maybe this will keep them I bit less cancerific

This is a ridiculous law, and I hope it doesn't happen. I already think it's silly enough trying to restrict alcohol and pot and things like that - people are gonna do that shit anyway, and we got worse people to throw in jail than some dude that sold a kid a joint. People are gonna do stupid shit, and no amount of laws or legalese is gonna keep them from doing it - people dying from doing that stupid shit likely will, however. Bet you if someone's buddy got so drunk he died of alcohol poisoning or got so fucked up on pot that he drove off an embankment they'd swear off the stuff and tell everyone they know not to do it, either.
At any rate, I think artificial tans are absolutely hideous - a natural tan that comes from working outside or from skin that naturally tans is beautiful, though. Not quite so beautiful as naturally pale skin, though

Well if you and your kids agree to skin cancer, why should the government try and stop you from killing yourself. Just because they have done tons of studies over it, you can continue to deny it and I guess they can continue to attempt to protect you from your own stupidity. Same thing with the other drugs out there mentioned above, I'd say let them do it anyway and don't pay them for the "Medical Disabilities" in the future for their own actions and choices. (Most people who use tanning beds, Always use them and I'm not dissing the people who use them once on the rare occasion)
However, the Under 18 thing is more the less the being to young to be charged with the responsibilities of an adult. When you look at it from that point of view, you as the parent should most likely decide what age is appropriate. But most parents wouldn't do any research and would tan their kids at 8 years old, I could see it happen.
