Not people but cats. I can't lie, i'm a cat lover and have a 12+ year old cat and honestly had a hard time reading this whole story

Look up the statutes for animal cruelty. I bet a fine and a few weeks in jail.
What if it's a homeless person eating them? Or one of those urban legend satanic cults they told you about around halloween time when you were a kid? lol. They always kidnapped cats and did....THINGS....to them, lol.

Whoever is doing this is a Sick, Cruel Individual.
Sad to think that he/she might get away with it With His/her punishment Being nothing more than a Slap on the wrist, and A Timeout in the corner.
What Axis said is true. It might not be to long until This person Decides that they want More of a thrill, and decide To go after people. I Hope that they get caught Before then.

Not that light a punishment...
Animal Cruelty Punishments
Animal cruelty in the first degree:
Class C Felony
Fine up to $10,000
Imprisonment up to 5 years
Animal cruelty in the second degree (except section: (2)(c)):
Misdemeanor
Fine up to $1,000
Imprisonment up to 90 days
Animal cruelty in the second degree (section (2)(c)—if animal is abandoned and suffers bodily harm or is at substantial risk for suffering bodily harm:
Gross Misdemeanor
Fine up to $5,000
Imprisonment up to 1 year
If he gets tried for each case (12) thats upto 60 years and $120,000. Im betting this is first degree animal cruelty.
