I recommend the wall unit solution for bedrooms and other rooms you can isolate from the main AC circulation.

I would listen to deputyfestus when checking your system and not always go by what the A/C guy said who is paid by the same guy who you pay rent to. The A/C unit should be service annually where they clean it and check to see if the unit is properly charged with freon. Sometimes they just need a good cleaning but if your a/c unit is "sweating back" on the low side then it is charged and seems to be working correctly.
A lot of people offered sound advice like checking your filters and cleaning your a/c unit. The home could be poorly insulated so if the atic is 110-120 degrees, it will be hard to lower the temp in your home. You are in a bind dealing with an unresponsive land lord as they could terminate your lease if they get tired of dealing with you. Make sure you read the fine print in the lease agreement. Maybe point out the $1500 tax credit to your land lord. This covers any home improvements done to make the home more energy efficient. This covers insulation, a/c's and windows.
You can use the link to determine the size a/c unit you should have but rule of thumb is 1 ton per 500-600 sq ft.

bigdog's suggestion is probably going to be your best bet but you will look at higher energy cost with multiple units running.
