Does my landlord have to provide me with a heating and / or air conditioning?

The landlord must provide you with heat. If the landlord leases you a unit with an air conditioner, then the landlord must maintain the air conditioner.

My best guess, and no I am not a lawyer by my definition or Jinx's, is that he does not have to provide you with an AC that will keep the house as cold as you desire.

some kind of leverage to get his landlord to upgrade his AC. If there was some kind of law, then he could go "hey LL! upgrade my AC cuz it violates this law"

I was very specific, I just wanted one who knew enough about legislation to answer my question. Which was, do any sort of regulations exist about max/min temperatures in rental housing? The condenser unit was actually just put in last summer, and the air handler is supposedly only a few years old. I feel like the house was not this hot last summer even with the old condenser (before it died, at least)... but maybe last summer was just cooler in general... certainly rained a lot more I think.

Well now we're getting somewhere, the condenser and evaporator may be mismatched. If possible check the Mod # on both, somewhere on the id tag you should find it usually two or more letters followed by 36 if both units are 3 ton. Then you will know indeed if they are 3 ton, if mismatched by more than a half ton that would present a prob. Also there's the factor that the evaporator is a few yrs. old that means it's a SEER 10 and the condenser was replaced last summer it's a good possibility it's a SEER 13 this could also pose a prob. although I haven't had any probs in mixing the two. But it could give a point of argument with the landlord with either the tonnage or SEER factor causing sys. inefficiency. Finally there's this http://www.peopleslawyer.net/
