Also, what makes you think it's so hard to hack the United States government? If you can log onto a computer..And attack a foreign country through the internet....I would say your far from retarded/disabled/handicapped...If he can read, write, and decipher code...he should be treated like a fucking adult...after all he is 43 fucking years old...

i don't know what he has or how it works, but maybe it affects his decision making process? maybe he's enable to think of the consequences of his actions? his condition needs to be fully explored and explain before he could be held FULLY responsible.
