Depends on STATE law.
Reminds me of a story I heard that was probably a joke, but an attorney was caught speeding by a camera, and was mailed the ticket along with the photo. So he decides to mail the court a photo of his check to return the favor. After receiving a photo back from the police department of a set of handcuffs he decided to pay the ticket.

The court decided that the cameras were against the State Constitution,and the State ended up PAYING BACK EVERY SINGLE TICKET,AND WIPING THEM OFF EVERYONES DRIVING RECORD.
