This has BAD IDEA written ALL over it.
All studies involving cloud seeding have been found to be inconclusive in terms of its effectiveness. No one worth his salt in the world wide meteorological community will say that it is guaranteed to work. The two most effective compounds that have had the most success, albeit limited, was silver iodide which is one of the things they plan to use, and lead iodide. The idea of even THINKING about using lead iodide has bad news bears written all over it. We know how lead causes a plethora of illnesses and developmental issues. Thankfully, it seems the Russians will not use it. Silver iodide is expensive as the main ingredient is silver, a precious metal.
Now for dry ice. Dry ice is nothing more than CO2 in solid form. Let me say this again....dry ice is CO2 in solid form and can easily sublimate to CO2 gas. While many of you doubt the existence of global climate change, the fact that the amount of CO2 in the atmosphere has been increasing is BEYOND any doubt.
Putting CO2 in ANY form for ANY purpose can only serve to exacerbate the problem.
The Soviets/Russians are no strangers to weather modification. They tried to spread coal powder on the ground in Siberia to change the albedo in an effort to stop snow accumulation as the coal would increase the average temperature of the ground, making it harder for the snow to accumulate. This screwed up the microclimate and weather patterns for Siberia for years.
The Soviets also tried diverting water from Aral Sea in the interiors of Kazakhstan for irrigation purposes. The plan worked at a tremendous cost. The lake is shrinking at an alarming rate, and ports that once had 10 feet of water at the docks is now 20 KM from the shore line. Think Lake Meade except on a MASSIVE scale.
Where the whitish line meets the dark line was the normal waterline. The current water level is after water being diverted to Las Vegas and the surrounding areas. This equates to hundreds of millions if not billions of gallons. Lake Balkhash is larger on an unimaginable scale. It was the largest salt water lake in the world before the Soviets went on and a head with their plan.
I see NO positive coming from this. This is wrong Meteorologically on SO MANY levels I cannot even begin to describe it.
