Yup, rolling thunder is a motorcycle ride through Washington DC each year to commemorate POWs, MIA, and KIAs from all wars. They have thousands and thousands of motorcycles show up and basically the main drag of DC is 'thundering'.
This Marine thought it fitting to both salute those who were honoring the fallen and also honor them in his own way.
Take into account that the uniform is very hot, is tight around your throat and he is standing on asphalt and it is a fairly tough thing to do for as long as he did.
When he lowers his head it is to keep himself from crying. I was always instructed to do the same when I was in because it isn't proper to show such emotion in uniform.
At one point he seems to yell, but is actually shouting 'ooh rah!' a sort of cheer that the USMC does.

If you have never been to Rolling Thunder you should make it a point to go to DC once in your life on Memorial Day. I went last year and it has a way of bringing emotions out that you never thought you had left.
