Tough one to answer. Im going to go with on an all around basis the Big 10 and here's why.
Depth of Conference. Even though the powerhouses like OSU, Michigan and Wisconsin dominate the Big 10 rankings every year, the rest of the conference is no joke. Between Penn State, Iowa, Michigan State, there is no forgiveness in the schedule. Even when your bottom tier teams play the top tier teams its still a battle. Minnesota vs Wisconsin or Michigan every year is a heated battle and is taken very serious by both Wisconsin and Michigan even though MN sucks ball sack every year.
Then when you look at the bowl appearances by the Big 10 every year, only Indiana, Illinois, Northwestern Purdue are out of the picture on a somewhat yearly basis. Almost half the conference gets a bowl game, and usually there are at least 2 or 3 teams getting one of the big BCS games every year.
And no other conference has the tradition and history that the Big 10 does. Pretty much seals the deal for me.

first you don't define what the criteria is so thus I say the Pac-10
why?
Because it is the most exciting conference, and even more-so now. I think Stanford is the only team that plays mainly a run-run-run type offense, and there is a ton of depth. The only team that you really count on being shit every year is Washington State.

The best, the most skilled, most talented, the most likely to win a game vs. another conference's team, etc......
The most competitive conference is a toss up between the PAC-10 and the Big 10, with the PAC having a slight edge.
Skill/Talent wise, I think the SEC takes that one.
As far as the BCS is concerned, the SEC has won 6 of the 12 title games (50%), 5 out of the last 8, and the last 4, with a legit shot to make it 5. http://en.wikipedia.org/wiki/BCS_Nat...mpionship_Game
It just seems the SEC is consistently putting out teams that win championships and that do very well in bowl games.
It may be a little early in the season to make any definite assumptions about certain teams, but I still think the SEC is the best conference (not by leaps and bounds like it used to be though.)
