I find myself in these forums yet again...
I've been trying to host a Terraria server so Kyle (Friggin) and I can play together. Just recently, he got it so that I can connect to a server that he's hosting.
The weird thing that happens when I host a server is that everyone else but Kyle can connect to my server. The correct ports are forward to the correct internal IP. The correct external IP is given to everyone. And yet only Kyle is unable to connect to my server.
Networks and internet magic voodoo are beyond my comprehension, but I know we have some smart people here. If anyone has any ideas what the issue might be, I'm open to suggestions.

Is Kyle able to ping the server? Yes
Is the server connected to a Router/Switch? Yes
Is Kyle Blacklisted? As far as I've looked, our router doesn't have a blacklist feature. Their site doesn't seem to know anything about one either
Local LAN or external connection? External.
The router has a firewall option, but it's disabled.
The blacklist idea sounds about right, since it's only him who can't connect, but so far I haven't been able to find a feature that even looks like a blacklist."In matters of style, swim with the currents... in matters of principle, stand like a rock."

Allane,
Since, Kyle is able to to ping the server it doesn't really mean Kyle is being blocked. It seems more like a config setting on either the server, router/switch or Kyle's system.
- Can Kyle SSH into the box?
- Can you ping Kyle from the server?
- Is the server a VM or is a stand alone physical box?
- Also, check the setting on the router/switch (what kind is it?).
- Is Kyle getting any error when connecting or is Kyle just not able to see your server?
- Make sure the Firewall on the server and Kyle's system isn't blocking. Do you have another machine on the same router/switch that Kyle can try accessing?
- What kind of system does Kyle have?

I suppose I should have said off the bat that the Terraria server is dedicated server run via a .exe located in the Terraria folder on my computer. In other words, the server is being hosted off of my desktop. Once the server is up, your only option is to change the port, number of players it allows on, and various things about the game, but not the server itself.
In Terraria, there is no server list. You punch in the person's external IP and just directly connect to it. If you can't connect to it, it'll just stay at the "Connecting to Server" screen indefinitely.
I can attempt to host the server off of my laptop and just open the ports to my laptop's IP.
Kyle's system is roughly equivalent to my own. He's not using outdated parts, though I'm not sure if he has W7/Vista or XP.
Like I said, the internet's inner workings are not my strong suit, so I'm just going off of everything I've learned from my brother (who also doesn't know how to solve the issue)."In matters of style, swim with the currents... in matters of principle, stand like a rock."

Allane,
See if you are able to ping his system. Double, check and make sure the firewall isn't blocking traffic. Also, check firewall logs using the event viewer while Kyle is trying to connect and see if it reports anything.

To access this log, go to Control Panel then System and Security followed by Administrative Tools. Open the Event Viewer and in the left pane, click Applications and Services Log | Microsoft | Windows | Windows Firewall with Advanced Security, select Firewall.
Another thing you can try is using Windows 7 troubleshooter.
Open the Incoming Connections troubleshooter by clicking the Start button , and then clicking Control Panel. In the search box, type troubleshooter, and then click Troubleshooting. Click View all, and then click Incoming Connections. Then follow the directions and see if its blocking him.
