    acording to the psu tester my psu passes so what now how do i know if my cpu is bad or mobo without another comp to test it with ?

    For the Mobo, examine the capacitors. See if the top of them look domed or if it looks like they took a shit. Also, look for charring/burn marks/etc.

    Only real way to know with the CPU is to put it another machine. Mobo and CPU are the 2 absolute worst parts to troubleshoot, especially if you don't have spare parts...without another machine to put the CPU in, you can't isolate the two to determine which of the 2 is causing your problems. Try removing your CPU and cleaning it(rubbing alcohol works well), make sure there aren't any burn marks or bent pins on it...if that looks good put it back in with some new thermal paste. Do what White suggested for the Mobo.

    yeah done that mobo looks ok only thing is a slightly loose heat sync

    dont quite know how to read it instructions dont make 2 much sense but first time the ms was in the 300 range

    Those are all acceptable variances. Anything more than .2v difference and you have an issue. Acceptable PG values are anything between 100ms and 500ms.

    guess my only choice now is take it to a shop tell them i know for sure its etheir the mobo or the cpu and find out for sure and see how i can hustle 200$ for a new one

    so i keep thinking about this since before i had steady power and now i dont get power short in the mobo would be the most likely culprit ? and far as i know a short is usually a damaged piece or wire? but a mobo has no wire ? so if a mobo has a short how would you find it and could it be fixed with a bit of solder ? cause i'm not sure how a cpu would affect the power cycle

    Mobos don't use wire like you're used to thinking off. If you examine the board, you will see white lines/tracings/etc. Those mark the "wires" on the mobo. It's how most permanent circuit boards are done.
