No it isn't. 2011 is the platform the 'enthusiast' Sandy Bridge-E platform. Intel has indicated they might not even release Ivy Bridge-E. Haswell is already announced to be Socket 1150.

Nope. New socket for Haswell. So anyone with anything currently (Sandy Bridge, Ivy Bridge, Sandy Bridge-E) will be facing a new motherboard for Haswell.

Ivy Bridge-E release info is released. Some say 3Q2013... others say they're scrapping it completely. Even still the improvements from Sandy Bridge-E to Ivy Bridge-E should likely be similar to what you saw between Sandy Bridge to Ivy Bridge. Doubt you could justify the cost to upgrade vs Haswell which will be a bigger date.
