Yes you can pop them out and reseat them. Just make sure the computer is powered off. You don't even need to take them all the way out.
It can happen if a monitor gets plugged/unplugged or a wire gets jiggled. Especially if you don't have them secured with the screw or whatever your case uses.
I don't know if a bad SLI bridge or bridge connection could cause the POST error but I would check that too to make sure it's seated.
If none of that works, remove the secondary card and run the computer with a single card. If that works shut it down and swap the cards to see if it works. If both work then it's either the SLI bridge or a VGA/motherboard issue.

I got really lucky. The IT guy charged me only $45. He took almost an hour pulling plugs etc. Finally found out that the front USB port on my machine was broken and the wire created a short. Anyway, nothing needed to be replaced! I'm up and running as we speak!

Glad you got it sorted out. Sometimes shorts can cause some interesting bugs. I had a mouse that was shorting out that was causing other USB devices on my board to stop working.
