Your newegg link is bad.
I always prefer EVGA first when making a purchase. They have the best warranty program around. Avoid PNY. They do make good products, but the lifetime warranty they offer is only valid as long as they MAKE that card. Gigabyte and MSI are both good too.
As far as fans go.. I have had cards with 2 fans, 3 fans, and now a card with just 1 fan. It really depends on how well the heat-sink is designed that the fan sits on and how the airflow in the case around the video card is.
One thing to be aware of is some vendors use cheap fans so read reviews on newegg or amazon about the fan or check out a review on the card. Just be aware that online reviews may have received cards with different fans from what we get to make them seem better.

You might not care but it was enough of a deal to make me get one. I was thinking about a 960 because my 480 runs just to hot. It heating my liquid coolant after its gone through the radiator. Anyways, I'm rambling....

Re: upgrade time
The founders card from nvidia is stock. You want an aftermarket that is a reputable brand such as EVGA. The difference is the brand companies take the stock card and improve the cooling and usually increase the clock speed (overclocked) on the card. That means better performance and lower temps. The branded cards also typically come with freebies like a new release game for free download. Basically they find the sweet spot for clock and voltage settings given their improved cooling option and you don't have to do the leg work to get the extra performance out of the card.
