Your GPU score is lower than average... But it's your CPU score that is most concerning. You should be getting 3200-3500 points for the cpu score. Not 594. The GPU score, if the cpu score is correct, is likely cpu limited. There is definitely something bad going on with your system but I'm not entirely sure it's the GPU.

It looks like you should be seeing 3300 / 10500
I'm not sure what's going on. The GPU COULD be CPU limited because of the horrible CPU scores you are seeing. But that score could be CPU going bad... motherboard going bad... RAM going bad... Hell, it could be power delivery from the PSU even. I would, if you could, drop that GPU into another machine that is known to be good and get a benchmark with that. If that's good then you definitely have problems with the rest of the system. That will at least eliminate the GPU as a problem.

my only option would be something like geek squad but i hear they arent very good and any computer place will want like 50$ an hour by the time they are thru with me i could be ethier a new mobo or cpu possibley also monday will make 7 days i have the card i think you only get 10 to return it
the old card was giving me bad frames in overwatch but the new card is running everything horribly wish i had options but i have no way to test anything
