Looking at the parts you are considering, that motherboard costs $150, CPU $250, Memory $80, that brings your total upgrade cost to $480, plus tax/shipping if applicable.
If you were to just buy a GTX 1070 for your current system, and sell or return the GPU you recently purchased, I guarantee you would have superior performance in your games. If you spend $480 on a new CPU/memory/board, you will be disappointed in your performance gains. Don't make me say "I told ya so", because I will say it.

Don't get me wrong. I like getting a new CPU/Motherboard every few years, but only when it makes sense to do so. At this point Target has absolutely no evidence to support that buying a new CPU/Motherboard/Memory will do anything to help his gaming performance. His CPU is not likely to be causing any sort of bottle necking in games, as the i5 in his rig is still a kick ass CPU. I know because my i5-4690K is pretty much the same chip, just unlocked.
If you want to get higher FPS, get a better GPU. If you want to shave minutes off of your video transcoding, get the CPU/Board/Memory. Additionally, if you decide to get a new motherboard, you don't necessarily need the highest end chipset (Z170, for example). Lower end boards would work just fine, but may not provide the overclocking headroom. If you don't plan to overclock, then you should consider a cheaper board.
As an alternative, you could upgrade your monitor to something a bit nicer like a 120Hz or 144Hz panel, or maybe upgrade to Gsync if you decide to get an Nvidia card, or a Freesync monitor. Pretty much everyone I know that upgraded to a Gsync monitor absolutely loves it and have no regrets. I own two of them and simply can't go back to a normal display for playing games. Yeah I'm not going for high end mid is fine I hesitate using my old parts cause first the the psu died then a stick of ram died like a week later who knows what's next so I figured start out New have something that will last 3 years at least and have the current machine as a backup in case of emergency oh and something within those years or after I can upgrade

well im sure there will be other games just none i know of yet for sure not bf1 WW 1 / WW2 doesnt interest me
also i need more imput people so i can put an order in remember im trying to get a whole system built for like 900 or or less then 1000 that will run games good high would be nice i dont need ultra or super duper ultra settings

HDMI port on the motherboard is because the Intel i5 and i7 CPUs are actually "APUs" They have integrated graphics built in to the processor, itself. If you don't have any GPU plugged in, you can take advantage of the on board graphics. While these are not really good for anything other than casual gaming, they can serve in a pinch if you still need to use your PC while you are between graphics cards.

My point is that getting a GTX 1070 will do MUCH more in performance compared to upgrading your current i5 to the latest and greatest i5. I think you would be lucky to see ANY performance gains with upgrading your CPU/Motherboard in any games.
Since your machine is sorta falling apart, and may simply just be damaged due to you constantly having to go in and pull stuff, maybe getting a new machine is what will be best. Just don't expect any performance improvements at all if you are only upgrading the CPU/Motherboard/Memory.

yeah im not expecting super improvements just wanna make sure i build something that will last a few years and will run games for that long as far as graphics go im still thinking 1060 is good enough and in my price range or maybe 480 i dunno im thinking its time to try an nvidia based card
so if 1151 is the new cpu/chip type i think i should go with that so i can upgrade down the road
