I'm with heavy on the upgrade cycle. It used to be you could expect a full rebuild every year and a half. But cpu tech is starting to plateau and a good cpu can last multiple years now. That 3930K I had was still pretty hefty and upper tier on benchmarks for a desktop cpu. I'd still be running it (and it came out in 2011 or 2012) if the motherboard hadn't croaked. But the GPU tech keeps progressing and that you can expect to upgrade every 2 years like clockwork to stay on top of things.

This is going to be dependent on your GPU. Games are NOT CPU dependent the majority of the time, they are GPU dependent. Just remember that when you are saying you want something to last you 2 years, you should consider buying a higher end GPU.
Realistically, a high end GPU should last you 2 years. A mid range GPU will likely last a year, then will start to get slow as the new releases come out. Expect to get a new GPU each year if you are going with mid range.

Looks fine. I would go higher with the PSU but that's just me. I like to overkill that because without that nothing else works. But the calculator I used said you should be using ~400W. ME? I would go to 800W...
