Interesting read.
Sorry, Bit-Torrent users.

Wow... so, independent companies who distribute freeware over bittorrent aren't allowed to use it? You can't download free mods like PR over P2P? Yeah, that's really fair, I can totally see why they're doing that.

Re: Our friends at Comcast throttling peer-to-peer traffic
If the Comcast software works as it is described in the article then Comcast is out on a legal limb.
In simple terms, section 1201 of the Copyright code prohibits anyone from using software to interfere with distibution or access to copyrighted material. Here, Comcast supposedly has software that spoofs BitTorrent to prevent it from distributing copyrighted material. At first glance it sounds like a legal hole-in-one that Comcast is on the wrong side of the law. But as always, there is more to the story.
The intent of section 1201 is to prevent people from cracking copy protection schemes. In this case, Comcast is not cracking copy protection, but rather regulating data flow on their network. At least that is what they would be expected to argue. I might argue that Comcast is cracking copyright material distribution, which is also against the law. An inconvenient truth for Comcast?
