AMD chips are generally considered faster than their clocks for purposes of those requirements. It probably says '2.4' or equivalent. in AMD terms that would be an 2400 or higher chip, which would actually be clocked at 1.6 or something.
Or are you saying that an Intel Core 2 Duo E6300 which clocks in at 1.8 would not be enough chip to run that card? Buying stuff is not the answer to his problem.

Make sure you are not overlooking a small 3 or 4 pin power input on your GPU. ATI used to have external power connectors that were 3 pin on many of their older cards. Remember the GPU fan will need power too, so if there is only one power connector on the GPU it is probably for the GPU fan. Currently, most new GPUs use a big 'ol 6 pin PCI-E connector.
And to verify: it boots fine without your new GPU and does not boot when it is installed correct?

So, did you recently purchase this card? Im under the impression all you bought new was a mobo, an chip so im assuming you had the card.
If you had the card, im assuming it ran on your old computer hence why i think a new chip wouldnt be the solve the problem.
Again, i'd troubleshoot the post i gave you earlier if none of that works make sure you pass all the system requirements. Normally with not getting a picture on your screen it's a small obvious problem that you'll kick yourself later for, I've done it a thousand times.
So make sure everything is hooked up. when in doubt reformat.
And syringe, i'm not saying your wrong in the slightest. You very well could be right, Im saying do everything you can to solve the problem without buying stuff first, that's what troubleshooting is for.

Wow this turned into a real issue. To shed some light my card is my old card. My old processor was a 3.1 Ghz Pentium 4. My new one is an Athlon x2 duel core ~2.1. My parents computer is a 1.8 Athlon, and the card worked on there.
Yes Soy, it runs fine when it's not plugged in.
