Is it my router?
my DSL service is supossed to be:
Downstream Speed: Up to 3.0 Mbps
Upstream Speed: Up to 512 Kbps
i am pretty damn certain i do not get this speed. is there a quick way to test my up and down limits and if i am not meeting what im paying for is it my router? i am in the city and have a good position for service, my pings are always very low.

You'll almost never get what the ISP package says. Typically the average consumer only receives 50% of the offered bandwidth. The trick is that the ISP's say you can get speeds UP TO a certain amount, but they don't have to keep them up there.
Trying doing some tracert's. One with the router, and one without and that will tell you if your router is affecting your packets by any significant amount.
