What program should I use to check bandwidth on the HDD? I kinda want to do a before and after test.

Finally got this installed and reinstalled Vista. Basically, I got double the speed. I'll post screens on the benchmarks. I'm a little disappointed that going from 2 1.5G Raptors to 4 WD Blacks only netted me double the throughput. I'm hoping that putting it all on it's own RAID card (I ended up having to use the onboard) might improve access time.

A dedicated RAID card will most certainly improve throughput, especially if you get one with a dedicated processor. Most onboard solutions steal CPU usage to do all the RAID calculations.
