Bottleneck?

I just moved my rig into a new case and now when I play Streetfighter 4 (and only on SF4) I get very poor FPS. My system resources show I am maxing out my CPU and HDD. I tried reinstalling SF4 but it did not resolve the issue nor did playing on lower graphic settings.
I have replaced my seta cable and dedicated 1 line from my PSU to my HDD.

If it's only doing it with Street Fighter, that sounds like an issue with the game, not your hardware. Has anyone mentioned it on their forums? Also, are you running the latest drivers for your GPU?

The strange thing is that it just started 2 days ago once I finished my installation.

I have not been able to check my drivers given my current lack of internet situation. But the game ran wonderfully a week ago on near to max settings.

All you did was move it into a new case? No reinstall of Windows? You shouldn't have needed a complete reinstall by just swapping cases.

Should be working fine, but if you did do a new install, I would try updating your video drivers whenever you get a chance. That game should not be maximizing all of your resources if you have a decent PC. You also might want to update your motherboard drivers.

If its saying CPU AND HDD, perhaps a mobo driver? They dont come out with those all that often....but its worth a shot.

Sounds like lots of pagefile thrashing. I do not see why else during gameplay your HDD would be getting hammered. Your Physical memory check out?

I've updated everything I can think of.
But I did notice something odd. at idle Xfire takes up almost 60% of my CPU.
killing xfire seems to fix the issue.
