PC problems
Alright so here is the deal, my desktop has no sound anymore for some reason, could be that both my sound-cards are done for or it could be that my power supply finally is starting to give in and can't supply the power for it.
Lately I've been trying to play CS:S as well as other game on my laptop, but in CS:S problems seem to persist... I get 10 choke from sitting still then while moving it can spike to 30, in firefights it gets into the 60's and I have no clue how to fix it.
I'm posting this here because CS:S is the only game that I admin and I am unable to play it. In the next 2 weeks I'm hope to raise the funds to replace both my sound-card and power supply then I will be back in strong. But until then it is either play the game with no sound/mic or miss every shot and lag around the map.

sounds more like sound card/driver issues over the power supply. have you made any other hardware changes recently? either way, that wouldnt really justify your choke issue, that usually has something to do with your connection with the server, or interference. I would first update all drivers(video, sound, etc) along with most recent motherboard bios. Do you have an onboard soundcard? What size power supply? Give me your specs 100% and we can go from there

what size power supply are you running, and what components is it powering? it is more probable that the fan is faulty, they go bad pretty often. a fans average lifespan is about 2 years. they gunk up, jam, and burn out, which sounds exactly like this one is doing. $3 replacement off newegg.
as far as choke on your laptop, that could be a number of things. iv never played cs on a laptop, but i know they arent the greatest for gaming, mainly due to heat dissipation, high cost, and their limitation in customization. they are definitely for some people, just not my personal preference for gaming. do you use a wireless connection? could be a weak signal, excessive programs in the background, low battery, outdated video drivers, virtually anything. those are some of the first things i would check.
