If you want to control your case fan RPM, you need to use the connectors on your mobo. Not the molex from you PSU. Your components are dumb. Hi I has voltage! Oh high! I has RPMz!
If you want variable case fan control you likely need to get a peripheral power adapter for them. The easy exception is your CPU fan via Qfan controller for ASUS boards.
Why not run max anyways? with the right filtering its just a matter of more Kilowatt-hours. Canned air is cheap for cleaning. You guys really trying this hard to save 7$ a year? Or just preparing for a hot muggy summer?

Check your mobo's manual.
I got fans with variable controls built-in. I adjust them as to purpose or sound level and then leave them alone.

I just want the option to up the fan speed before jumping in a 2 hour game. I can control fan speed of one as you stated but I though I had control over the other case fans as well. None of them are molex connected. I have four fans connected to the MoBo. I could care less about noise either.
