Speaker issues.
Currently, with the ones I'm using, I have to turn the volume all the way up to hear the voices in a movie dvd (sitting on other side of room). Special effects seem to be louder than the voices.
Windows sounds (dings, bings and ect) are normal and Internet movies and content also seem to be fine audio wise. Why are my movie dvds audio so low?
I have looked through all of my windows and player settings and all of the volume settings are at max.
The speakers in question are a pair of 10-20 wal mart specials. (Logitec black and silver)

It sounds like your DVD software is set for 5.1. In 5.1 the majority of the dialog is sent to the center channel. Also in 5.1 the front L & R speaker play the majority of the music, special effects, and some voice (about 2%-10%).
Check your auido settings in your DVD software and make sure you select PCM for DTS/Dolby Digital. If you still are having a problem, go into the settings of the movie you are trying to watch and select PCM or stereo.

Load the movie and wait till the menu appears. Every studio is different, so the layout of the menu should be like so: "Play, Scene Selection, Languages, Extras". Select languages or settings. In that menu select PCM or Stereo (make sure Dolby Digital/DTS/5.1 are off or not selected). Let me know if this doesn't work.

I agree with this. Sounds like your problem... I had the same issue when trying to play DVDs on my laptop. I was watching "Saving Private Ryan" and the gunshots were extra loud, but the voices were very quiet. It turns out that Windows Media Center was defaulting to 5.1 surround for some reason. I changed the settings and it was fixed.
Now that was on Windows Vista and was about 3 years ago, so I don't really know where I went to fix it, but you can tweek around until you find it.
