Is a virus scan or defrag program running? Or something else intensive like that?

When are you getting fps loss? Try lowering particle effects?

Is something over heating? Are there particular scenarios that always cause your framerate to drop? Or does it drop only after you have been gaming for a while? Is there any pattern you have been able to observe?

Download this and open when running a game. It will tell you if something is overheating. Have you tested this with other games, or just TF2?
