The thing runs great except once I am in game. Ive updated all the drivers , its showing no conflicts on any of the tests.

You haven't told us anything. What is it doing once you are in game?

Re: no clue.
my bad.
I'll try to explain the best I can. Every great once in awhile I'm getting artifacting.
and when in game I'm getting some very mild screen jumping that seems to only occur when attacking or trying to move through a door / ladder etc.
every one else and all objects on screen react as they should but I seem to have a delay at those moments. so as an example in L4D2 I can be the infected run around no problem but the second I crouch as a hunter for the pounce and release its like it delays a bit and then goes. cant hit the broad side of a barn.
cant aim accurately either it "feels" like there is resistance when ever I do anything other then just run around. like the game isn't responding as it should but only to my actions. Im trying to be clearer then just " the game feels wrong and I can tell somethings broke" but I'm not versed on computer issues. I am sure there is a better way to explain it.

64-bit processor, but your OS is only 32-bit. It shows 4 gigs of physical RAM, but only 2.58 gig available. 2.58 gigs is the max accessible to a 32-bit OS. It's also possible it could be a BIOS/chipset issue. My laptop has Windows 7 64-bit, but only can access 2.58 gigs because the BIOS/chipset only supports 32-bit.
