You say the PC won't restart for 10 minutes; what exactly happens with the attempted restarts? Any activity at all, or completely dead? Have you updated the BIOS? Does the Dr. debug on the motherboard give any codes?

I say 10, but that may be an exaggeration. When I press the power button after shutdown sometimes it does nothing, sometimes it will act like it is going to boot for a few seconds, then turn right off. The board will cycle through the codes, just like normal startup, but then when it shuts down no code is on there.
How would I go about checking the bios to see if I should update it?

Check ASRock's website for the latest BIOS for your MB; odds are there's a newer one than the one it shipped with. To check your BIOS version, boot into the BIOs; it will be listed on the initial screen, typically (not sure with these newer UEFI BIOSes).

Read up on flashing your BIOS before you begin; I know newer computers have made it easier, but it is still a bit sketchy.
Also, another thing to do is check your RAM timings... Likely your mobo used some default setting based on the RAM's SPD, but sometimes (I have found like three Asus models for example) it will configure some memory wrong and you have to manually set the timings... Again the event viewer might help paint a picture of what is failing.

A friend had a mobo before that defaulted to using too much voltage on the ram. Shit kept randomly hard crashing until we figured it out. Turn off all overclocking settings in your bios (sometimes some are enabled by default) and double check to make sure the voltage it has things running at are correct. OCCT is the best stress test tool I have found. It will find problems quicker than other programs and also makes nice graphs showing fluctuations in temperature and voltage automatically after a test is done.

I think I, with much help from Soy, have narrowed it down to CPU heat. Not sure if it is a faulty sensor, or if the H60 is not doing its job, but I am running way hot even at idle. Well, at idle I am running at what I should be under full load. I think my next step is to pull the water block and try the stock heat sink to see if it changes anything.
