I think most custom campaign projects are on hold mainly because everyone has done the stuff you can do with the current unofficial SDK, and the rest needs to be done with the real SDK. I always find something to do on my map of our group campaign. But I think I'm an exception because I make every single one of the textures myself and I'm making a shitload of soundscapes and for that, you don't need the official SDK. Just Photoshop, Sound Forge and Notepad. But my fellow groupmembers have said they're waiting for the real SDK because they don't want to prematurely release an incomplete and buggy campaign neither.
Any maps/campaigns that are released now are only half-assed anyways... bad navigation, poor detailing, faulty saferooms, etc...
SDK Release + 1 or 2 months = the birth of good custom campaigns
(and, unfortunately, also the birth of many shitty ones... we'll have to weed the good ones out)
