I'd be wary of using the Sniper rifle, here's a couple reasons:
In HQ:
If you're not up by the objective and just sniping people, that's grounds for non-teamplayer.
In Domination:
YOU MUST HAVE 2 OR MORE FLAGS TO EVEN THINK ABOUT SNIPING!! Unless you make it absolutely clear that you will be covering your team with your sniper rifle. Just don't do it all the time, or else you don't look like a teamplayer.
In Sabotage: You should probably never be picking up the sniper rifle, as most of our sabotage maps are CQB (Close Quarters Combat).
In Search and Destroy:
This is very iffy, considering that picking off one or two people means that they're out for good that round, it helps or hurts your team if you're not right up there helping your buddies get the bomb to the bomb site intact.
Defense is a bit of a different story, in which case it's acceptable to pick up the sniper rifle.

Eventually the COD4 and 2142 skills balance each other out. I find that I snipe a lot better the more games I snipe in. I was actually starting to snipe like I do in TF2 in the COD4 match last night before my ISP went schizo.
