Setting a deadline of 1 year really doesn't give them as much freedom and direction as 2+ years. This means that before their current game is released they are already mapping out the next one (Rather than including the story/features in one BIG game). This also means that before their latest installment is released that their previous one still has not dropped to bargain price ($1-$30)
It does what Blizzard is doing with Starcraft II. Rather than one game with a load of features and a large storyline (ie: a complete game), it is breaking it down into 3. Give COD: MW2 another year of production and you would see COD: MW3 features and story merged into one game. Instead they're milking the cash cow and rushing out new content.
Hopefully this trend will see an end when adoption rates are low. I do exactly what Judge does, I wait for a while and read the reviews. Maybe wait until a slight price drop. GameSpy.com seems to tell it how it is for the most part and I've enjoyed reading their daily newsletter for years (even though Fargo and some other key members recently left).
