-No, what i meant to say is that my Lag-o-meter DOES pick it up, it's kinda obvious when you see a big blob of yellow in the top part.
-My dad didn't allow me to modify the CoD4 folder, so i cant take demos.
-Yes it does happen when i shoot my gun in the TTP server.
-The players are in diffrent spots, and the game tells me I killed them but then it says THEY killed me. Really annoying.
-I don't have dual video cards, TWO Dual Core Intel's, but I'll try it on low for you.
-My name is not colored.
What i CAN do is if you have an xfire, i can record and send to you but the video might be a little slow due to how big the files come out. Usually a gig on high quality but i don't know about low. If you have an xfire, what is it?

Aha! So the lagometer does pick it up!!! Then we definitely know it's a connection issue. The fact that your terminal says you've killed somebody but the server says that they've killed you indicates a mis-match in communication. It's almost as if packets are being dropped so the server/client bridge is not fully functional. Have any changes been made to your router? If you plug your ethernet STRAIGHT into your computer and bypass the router (just for a minute to test this) do the problems go away? Do you have soft firewalls in place like Windows Firewall or Comodo?
I did a quick Google on the issue. The link I've posted talks a bit about anti-lag. The first few posts are a bit off but if you go on to read [IW]Slime's post (from Infinity Ward) he clarifies. It almost sounds as if this may be where the problem is. I'm trying to find a way to confirm.

Also, when we're both in-game next time I'll let you kill me a few times to see what your kill-cam is doing. Then I'll spec you and watch your ping. We'll eventually get to the bottom of this!

I have a new router for my newtwork and had it for about 2 months. The problem happend about 2-3 weeks after i got the router, mid-late April. I cant directly connect my ethernet cable to the back on my computer because of the type of internet i have. The type of internet i have is High Speed Coaxial Cable internet, and the box i have for it only works if a router is connected to it. The reason is the software language. The box needs to be feed a diffrent type of information, diffrent from the computer, and to do that we need a router to convert the language. If i directly connect the cable to the back of my computer, nothing happens.
Windows Fire wall is in place and i have Norton on as well, i've been using norton the whole time i've had the game and i had no problems filter wise. All the PB information is getting sent through and updates with no problem. And if there was a program or file that needed to get through, norton would minimize my game and pop up a yes or no window to allow it.
The link didnt really help me, but i am willing to let me kill you for a resolution. Let me know when.
