It's incentive for people to playtest Dead Air, like when they asked for what....50k people?....or something like that to complete Cold Stream. As for the L4D2 community, I can't speak for it, but there are a decent number of people even in TPG that aren't very fond of Dead Air, so an incentive to playtest it and find/report bugs isn't exactly a bad idea.
