It's probably even worse here in the US.
These stupid arseholes have kids just so that they can live off the Gov for free. 4 kids and no income means you get housing for free....400$ in food stamps....another $200 in baby food (milk, formula and such)....bus passes to ride for free, or tickets to get free gas....then you get clothing vouchers for your kids clothes.....free medical benefits.....it's so fucking messed up that the older retired folk, that paid into the system for 40 yrs, get squat and end up eating cat food because they can't get help with the meds they have to take.
A major revamp of the system needs to take place. Limit the number of kids that will be covered to 2 and limit the time that you can get this type of assistance to 1 yr. 1yr should be long enough for these lazy fucks to get off their asses and find a job, washing dishes if need be. While your on this type of assisted living, if you have another child...tough shit, you should know better and the man should be fixed and the woman too. The 2 people involved, married or living together or not, should be made unable to create another child and be fined for having the extra child and trying to dupe the system, like that goes on now.

I've been a supporter of some kind of licencing scheme on having children for some time. If you can't support them, then you're not allowed to have them. You'll get deported if you do. There's a lot of human rights red tape in the way though.

What human right would that be.....the right to bare children and live off the government?! If you live off the government then the government should own your ass like a $2 whore is owned by a pimp. Bitch slap some of these fuckers off their asses and back into jobs. If they are foreign nationals...then deport their asses back to their homeland. Hell I'd be happy to pay taxes and help buy some of these welfare fucks tickets out of the US and keep some of the tax dollars here at home....where it belongs. That's one of the many reasons that the New Orleans levees are still not fixed and another hurricane season is looming nearer.

China has the right thing going. Making every family have only one child. Everyone says "oh no thats a mean thing to say." Fuck them. We need some way of limiting the population. As darkness said, being able to have 4 or more kids allows the family to live off the government. One more excuse for the lazy welfare people to do exactly what theyre good at, being lazy.
Also people who cant support childrent should not be allowed to have them.
