There are also options from Valve for completely customizing the HUD. Why shouldn't I?
Fuck, Quake Live gives you the option to make all your opponent bright green with bloom, and this is considered a good thing. It's called customization.

Right from the wiki "Customizing Team Fortress 2 is the act of exploiting the modular nature of Source Engine games to modify settings and game files in the Team Fortress 2 directory" tell me what word 9 is, Exploiting... Now does that sound right to you?

Valve does give everyone access to these. If you don't know how to write them, you could ask for help or copy someone else's. Most people don't write their own scripts, and even fewer make their own HUD. The community is more than happy to share.

I remember when we first had the discussion about tf2 scripts at Tpg. It was way back when I was an admin. There were two popular scripts that seemed perfectly innocuous however after further research it was clear that they provided an advantage. One of these scripts allowed players to fire and detonate sticky bombs much faster than a player normally could in game. It's been several years and don't remember the other but I could look through my old messages with the highs about it.
The sticky bomb script was built with available settings from valve...no hacking needed...however I know back then it was decided to disable most scripting ok the server to prevent these kinds of things from happening.
Like others have said, the admins have no problem answering fuzzy area questions...but just because you don't think something can be exploited doesn't mean that someone else hasn't figured out a way to do it.

Here's where we get into the gray areas. I personally wouldn't use a script (or any, for that matter) like this because it is not an in-game option or setting that Valve provides.
I have seen these before. Although they do not affect direct, skill-based gameplay, they do affect (facilitate) communication, which in turn gives a team a slight advantage over the other. Yes, it's arguably pretty insignificant and I'm probably splitting hairs here, but it is still a communications-based advantage.
A player using this script is effectively typing out a predefined message without actually entering it and then sending it, which is something he or she could not physically do while using an uber.
