I think so. I've taken down a full health L3, with an engi on it, with two rockets, the first one a crit.

I also took down an L3 as a scout once with one scout. This was a long time ago, and I don't even know if I knew about crits back then.

It would be really easy to test out with a demoman and a willing engineer.

Having played both a soldier and an engy and been on both sides of the fence, I don't think the crit's do extra damage against the sentry either. What normally happens is the crits hit the sentry, and insta-gib the engineer, thus making the sentry vulernable to the rocket following 1 second later (which is the rocket that normally destroys the sentry).
