They could be testing these weapons out purely for statistical reasons. Why not just bulk up the weapon with all your brainstorming ideas instead of just one at a time? Gather data that shows you what each 'level up' did and possibly even some combos of the 'level ups' and work your way into some new weapons. Do you really think they would enter pubs with those weapons? Come on now...

Not sure if this is fake or not, but apparently Drunken F00l, creator of the idler and backpack viewer, has one of the "community weapons" supposedly given to community contributors
