It's how some people are going about getting the new items in TF2. It basically makes the game think you are playing so the random drops get placed in their backpacks while they are away.
Love it or hate it, lots of the TF2 community seems to be using it.
Edit for clarity... SOME people are using it to get all the hats, not all.

Besides that, the developer of the idler was given a valve community developer super weapon, right? It doesn't seem like they mind so much then...

It actually is no different from playing the actual game itself since you have all the same chances of getting a hat. To me it's complete bullshit I can't get the soldier hat from doing severe achievements like "kill 5 people while're you're in the air" along with a slew of other hurdles I would have to complete to get a hat. It's bullshit little Timmy free weekend player has several hats and the two characters I play with most (medic+soldier) with a combined 300+ hours can't obtain a hat. So I gamble with my electric bill when I leave for work in hopes I should have what should be rightfuly mine by many respects.
I have one hat. I have an engineer hat. I barely play engineer...
