I wasn't being a dick about it, I was simply stating that Valve has thought about the tenth class and decided it was best not to add it. Hence the purpose of the picture. Sure it may be added later, but it's not likely. What's more likely to happen is a second round of updates and new game modes, as well as the option for Vanilla and pre 2nd update servers (where we have every unlock from the first round, but not the second).
I commend FrozanTomb for his creativity, but if he wants good feedback he really should be asking Valve. The players themselves will usually say no because they hate change or something of that nature. And those that do agree will usually say something needs to be tweaked.
And not all the updates were great, the Scout's was horrible. Two of his unlocks have been nerfed time and time again and still people complain, and the Bonk is largely situational and doesn't really match up to the pistol. The Huntsman was the only unlock recently that needs tweaking, it's hitbox is way too large. If it can't be tweaked then I suppose we'll have to live with it and find out ways to counter it.

The problem with this idea is that you strayed immediately from your goal of giving the game something it needs but doesn't have. This class would be by far the most important class in the game, as using that charge thingy makes your whole team almost invincible. This wouldn't improve the game, but rather change it completely.
Additionally, there are so many weird exceptions to the rules for this guy that it would take players a year to learn how to use it. Remember, this is the community that took 3 months to figure out you could put fires out with the airblast. "Oh, can't heal need to get metal oh where'd I spray that goo so I can get my charge going?" and the opponents are thinking "Boom! headshot - what? I just shot him in the face! Why can't I backstab this guy? WTF do I do if half my shots miss and when they hit they do less damage to the entire other team?!??!"
I think you should start over, and restrict yourself to coming up with something that you can completely describe in one paragraph.
Example Demoman:
Defensive class, 175 HP, moves slightly slower than pyro. Has a grenade launcher that shoots explosives on a timer, but that will detonate if they hit an enemy in mid-air. Also has a sticky bomb launcher that can stick bombs to almost any surface. The sticky bombs are remote detonated, so the demo can set them off when enemies approach them. Melee weapon is a bottle of booze with standard melee functions. Unlocks: Demo can replace sticky launcher with another sticky launcher that allows more bombs to be placed, and allows him to select which bombs should be detonated instead of blowing them all at once. Downside to that is that the bombs take longer to arm. Alternative replacement for sticky launcher is a shield that offers 50% damage reduction to explosives and fire, and lets the demo charge across the map at high speed, with guaranteed crits at the end of the charge. Melee replacement is a sword with a large melee range. Initially it takes 25 health from the demo's max health, but each time you kill someone with it, it adds 15 health and slightly increases the demo's speed, capping at four kills.
Then you can do another paragraph on the character's aesthetics and personality or something, but the core game mechanics should be very simple.

Exatly what I was thinking Hornbrain! Although this guy sounds like a cool concept and a cool class I would have fun trying out, its not what TF2 was made for. TF2 is a game that someone who has just started playing FPSes can pick up and play without really even a tutorial. Sure they wont be as good as experienced players but the main selling point for TF2 was its simplicity and its easy-to-use classes that are what they appear to be.
