Welcome to the programming world. They don't care about brands, but some projects do use brand names when displaying what kind of CPU architecture you're using.
I.E
intel instead of x86 (intel invented the architecture)
amd64 instead of x86_64 (amd invented the 64-bit addons to x86)

Well, I have been developing in a variety of languages for a number of years.
(Java, Perl, PHP to name a few...)
I don't have any experience with python at the moment, but the standard 30 days of toying with it will get me to a productive level.
Let me know if you need any help specifically, otherwise, I will continue enjoying the mod via TF2 Top 5 Server.
You mentioned you are releasing it open source. Are you going to take up code residency at source-forge or the likes?

Once you get access to the source, get familiar with it and python. Figure out how to add-in new console and chat commands. Figure out how to add new menu entries. Then we might be able to put you to work filling out various feature gaps.
It'll be released GPLv3, but it will live here at TTP. We have our own private subversion code hosting, and TTP already provides the website, so no real reason to move
